I have this problem and so do many others....I am sorry but I have no
solution for you. You can try disabling fast shutdown...

go to Start....Run....type Msconfig and then OK......Click Advanced...click
to select the Disable fast Shutdown check box...click Ok and then restart
the computer.

You can also use the interactive Win98 help ........Click on the  desktop
ant then bring up Win98 help by typing F1....then click on search...type
shutdown....this should bring up the Startup and shutdown Troubleshooter
which will lead you through a whole series of things you can try to resolve
this problem. ...unfortunately none of them have worked for me on Win 98
SE2 computers where this occurs.
