I'm sorry I do not have any other suggestions except to contact Epson 
about this problem. It just seems to me there is either a conflict which 
should be indicated in properties under Device Manager OR there is a 
communication problem between the computer and the scanner.

I seem to remember that Windows 98SE had USB issues addressed in one or 
more Microsoft Knowledge Base article(s) and update(s). You might try 
going to Microsoft and see what information,if any, they have on Windows 
98SE and USB problems. It has been a long time since I've used 98.
