Randy,
A wireless device not connected to power lines should be pretty
safe from lightning.   Anything connected to phone or power lines
is definitely NOT protected from a close or direct strike no
matter what kind of protective devices you have installed. The
various protective gimmicks, usefull as they can be, only protect
from near by strikes.

I see no reason why a cell phone should be less safe than any
other wireless device unless the battery charger is attached.

Of course in the case of the article, the mouse is presumably a
wired variety electrically connected to the computer.
