MEMO:

To: National Alliance Of Blind Students
From: Marvin Hunkin Blind Computing Student Onkaparinga Institute Of Tafe
Noarlunga Campus
Subject: Funding Proposal for Adaptive Computing Equipment for Blind
computing Student
Date:Thursday, 20 April 2000
INTRODUCTION:
to fund equipment for me marvin hunkin a blind computing student at
onkaparinga institute of tafe noarlunga campus studying information
technology.

OVERVIEW OF PROJECT:
The overview of the project is for the organisation to try to raise funds
to purchase a portable notebook computer with Jaws 3.3 screen reading
software, programming, office and internet student verssions of software.
For a blind computing student studying information technology at Onkaparinga
Institute Of Tafe Noarlunga Campus.
MY BACKGROUND:
MY FAMILY:
My name is marvin hunkin. I am 34 years old. I live with my parents in
Port Noarlunga. I have a vision dissability which is a eye disease called
Arterial Scororosis which I am legally blind. It is the proecess where not
enough blood can get to the retina and thus not enough light gets to the
back of the retina thus making the arteries hardened. There is no cure for
this disease as it is very rare about one in one million around the globe.
There is no known cure and doctors have been doing research for the past 25
years but still does not know why the cause for this disease.
I cannot read print and I am a braille user.
I went to Townsend House which is a school for blind students at Hove, near
Brighton. I commenced school at Townsend in 1974 and left in 1982. Here
are some of the subject which I best excelled in and got to about year 9
level regards a normal schooling outline. They are:
 Science
 Mathematics
 English
 Social studies
 Woodwork
 Metalwork
 Pottery
 Typing
 Physical education
 Music
 Drama
 Chemistry
 Physics
 Spelling
 Comprehension
 Leatherwork
 Domestic arts
 Crafts

I then commenced my employment at the Royal society For The Blind Sheltered
workshop from 1983 to early 1995.
These are the areas which I worked in the factory. They are:
 Millet brooms
 Injection moulding and plastics
 Brush making
 Mat making
 Cane baskets
 Wire brushes
 Mops
 Plastics, packaging and assembly

I decided I wanted a change of career so here is my academic results so far.
I enrolled at Onkaparinga Institute Of Tafe, Noarlunga Campus in 1993. I
was still employed and studying part time as I was only working part time a
couple of days at the factory.
I was enrolled in the awared in office Administration.
The subjects involved using commercial word processing packages for word
processing which was word perfect 5.1 for dos and I was using mastertouch
for dos as my dos screen reader. I was then using microsoft works 2.0 for
dos which involved word processing, spreadsheets, database applications.
It also involved handling cash, conflict resolution, how to manage business
and team building in a team environment. I then received the award in 1998.
I then completed the first award in Business Administration in 1994.
I then enrolled as an adult student at a local high school which is
christie’s beach high for one year to update my maths and english skills so
I could pass the test to enroll in the award in information technology which
I was enrolled in the beginning of 1996.
In 1998 I received certificate three in information technology on october 14
1998. I also received the award in business administration at the same
award ceremony.
Here are the subjects which I passed for the core and elective subjects to
pass certificate three. They are:
Ita402 3gl program design pass
Ita403 programming concepts 1 pass
Itf304 advanced operations word processing pass
Itf305 advanced operations spreadsheets pass
Ncs044 work team communications pass
Itf415 commercial database package 1 disticntion
Ncs015 presenting reports pass
Itc computer systems basics pass
Ith303 installing and managinging a graphical user interface pass
Itb404 business information processing pass
Itb407 systems development models development pass
Itb408 systems development models prelimminary investigation pass
Nap720 busines mathematics pass
Aab11 introduction to algebra pass
Aab115 transposing and evaluating formula pass
Ith401 using a personal computer pass
The business environment pass
Using a command line interface pass
Introduction to windows pass
Computer administration pass
Here are the subjects which I have passed in certificate four so far.
I hope to finish certificate four at the end of semester two 1999. They
are:
Ith402 optimising and configuring a graphical user interface credit
Itg403 introduction to local area networks pass
Aab116 introduction to indecies pass
Introduction to html pass
Website design and development pass
Itg402 data applications 1 pass
Itb415 user needs analysis pass
Itf306 business and presentation graphics pass
I then will be enrolling in the diploma in information technology and will
be focusing on the programming stream as my main major area and my final
project will be in the programming area. I am using visual basic 5 at my
college as my first language and will be using c as my second language which
is compulsery to obtain the award in information technology.
I will be starting the diploma at the beginning of next year and I hope to
finish the diploma at the end of 2001.
I will then be seeking employment in the information technology area in the
following areas.
 Programming
 Website design
 Networking
 Applications
 Pc support
 Adaptive technology coordinator
 Possibly teaching information technology at the local college
My head lectuerer James Anthony believes very strongly that there is
employment for blind and vision impaired people to work in the information
technology and computer industry, because of being able to use standard
operating systems like windows 95 using a windows screen reader, synthizizer
and a braille display or embosser to be able to prin out in standard
braille.

BENENFITS TO MARVIN REGARDING THIS PROJECT:
THE BENEFITS TO MARVIN FROM THIS PROJECT ARE:
THAT IF I HAVE EQUIPMENT OF MY OWN THEN I WILL BE ABLE TO DEVELOP MY OWN
SOFTWARE IF I HAD MY OWN MACHINE.
BE ABLE TO STUDY AT HOME ON WEEKENDS AND AT NIGHT, WHICH I DO NOT HAVE
PRESENT BECAUSE OF MY DISSABILITY NOT ABLE TO BE ABLE TO STUDY AT NIGHTIME
BECAUSE OF SAFETY CONCERNS FOR MY WELFARE AFTER DARK.
THAT PRECIOUS RESOURCES AT THE COLLEGE WOULD BE ABLE TO BE USED BY OTHER NEW
STUDENTS WHO ARE WANTING TO COME TO STUDY AT THE COLLEGE, BUT MAY BE
HESITENT BECAUSE OF NOT HAVING ENOUGH RESOURCES SUCH AS SCREEN READING
SOFTWARE, MAGNIFICATION SOFTWARE, BRAILLE PRINTERS, ETC.
IF I HAD MY OWN EQUIPMENT THEN I WOULD BE ABLE TO RELEASE MORE RESOURCES FOR
ANOTHER STUDENT WHO WOULD BE ABLE TO GET ACCESS TO THAT MACHINE WITH THE
SPEECH SOFTWARE TO BE ABLE TO STUDY SUCCESSFULLY AT onkaparinga institute,
noarlunga campus.
It would also benefit me financially as I would be set up for life without
worrying how to gain the necessary funds to purchase the equipment which I
require which is necessary to be a success in my local community. It would
mean not having to take out a loan, and having to pay back a high repayment
each month. It would mean not having to be angry, because I have tried
every other avenue to try to gain funding through main computer companies,
multinational corporations such as david jones, national australia bank,
channel nine, etc. I also tried both departments of health, and dissability
both state and federal, and I tried the universities in australia without
any success. I have tried the blindness agencies in australia, but their
funds are stretch to bursting point.
BENENFITS TO THE COMMUNITY:
It would be a benefit to the community to see that universities in our
community are helping those people who are disadvantaged financially,
because of circumstances beyond their control, are having to overcome
adversity and able to do things which the normal person would not even dream
of doing and admire the person who has a dissability able to be a success in
his or her local community. It would give a boost to the community that if
they put their mind to it, even though whatever the circumstances, they are
able to make a success of their life in what ever area they pursue in life.
BENENFITS TO andy grace AND THEIR MEMBERS:
The benenfits to andy grace is that they would be helping people with
dissabilities to have the tools so they can succeed in life especially in
the area of trying to gain employment in the competetive area of information
technology and computing.
It would make them feel good about themselves helping people who are less
fortunate them the general community.
It would also be good publicity for the service clubs in that they would
possibly get a good review with the local media for being concerned with
helping someone less fortunate and who is trying to make a success even
though this person having a dissability and overcoming obstacles in their
pursuit of a successful career in their chosen field.
It would be benenficial to their members that they would get good PUBLICITY
THROUGH WORD OF MOUTH< THE TELEVISION< RADIO AND PRINT MEDIA> It would also
get a good publicity from the recipient and would be willing to publicise
the good work done by these service clubs.
By recognizing the good work they do, by the good publicity though the
media, the club may get more funding allocated extra on top of their annual
allocated amount of money which the club would normally get.
