We had an old Pro Audio Spectrum that we pressed into
service on an athlon-based w2k machine.  It crackled a
lot.

We replaced it with a moderately priced sb live value card.
No more crackling.

I seem to recall complaints about w2k crackling with old
sound cards.  Maybe replacement is the wisest fix.
