David,

The city of New York is broken up in to 5 boroughs .  Each one is also 
considered it's own county, although I don't think they have separate 
county governments:

Manhattan = New York county
Brooklyn = Kings  county
Borough of Queens = Queens county
Staten Island = Richmond county
Bronx = Bronx county

Glad I don't live there. Too confusing.
