That's true. The bottom of the Titan consists of four six-foot rods, running out from the antenna horizontally, with a wire strung through them making a circle most of the way around. There's about a one-foot gap taken up by string between the two ends of the wire. The length of the wire is changed to tune the center of 40 meters.
