Had the same problem on 98Se, but I assume the solution will be the same:
got to  "Norton Protected Recycle Bin" icon (Desktop, Start menu, wherever
you have it)
Right click
Left click "Properties"
click tab "Norton Protection"
Uncheck "Enable Properties" on each drive.
Hope this does it. Don't know why Norton made recycle so difficult.
