Are you able to boot into safe mode?  If so, I would boot into safe mode, go to
start, settings, control panel and then hardware, check for conflicts and
remove any devices with conflicts as well as the veloCD rewriter.  Remove any
associated software as well with the add/remove programs icon within control
panel for any hardware you removed.  Then try to restart your pc.  Most of the
time, this will remove the problem device and software allowing your machine to
boot normally.
