Alex,
I have been both a student here and a working, single parent adult searching
for housing.  Lest you think that mine or my circle of
neighbors/friends/people are isolated experiences/cases, you need only
contact your local EEOC to get specifics about how rampant housing
descrimination truly is.  This is for people of color and poor people and
people who are not fluent in English.  Housing for students costs much to
much compared to their income and to other University towns when you factor
in many common variables.  Who doesn't know that many landlords in Madison
(specifically) have inflated rent prices for decades?  The Mayor, has even
decided to hold a couple of housing conferences on the disparieties between
class, color and housing.  Sorry, I've got to get to work, but I am frankly
amazed at your request for clarification/explanation.  For many of us, it is
more than statistics, it is daily reality.  I won't even open the door to
the parents I work with who struggle with Section 8, the lack of HUD housing
and God forbid, if they are evicted once, how they go months without being
able to secure housing, all of which significantly increases the homeless in
Madison.  Fabu
