Hi Darren,

You are probably better off complaining to your state public service 
commission.  I have had some limited success in doing so here in New York 
State.

Hi, this is probably off topic but I was wondering if someone could answer a
question. Is there a fcc rule that deals with the  quality of telephone
service. Our phone has a lot of static on it and the phone company says the
line is old but we can't get them to do anything about it. I've been looking
online and haven't found anything and was just wondering if anyone else knew
anything.  thanks in advance.
