Check with your Public Utilities Commission or equivalent in your state.
They can do an amazing amount of influencing sometimes.  

It would seem that they should have another pair to move you to that
would have less noise.  

Have had multiple lines at my home one copper and one carrier and by far
the copper has less noise.

Subject: fcc question

Hi, this is probably off topic but I was wondering if someone could
answer a question. Is there a fcc rule that deals with the  quality of
telephone service. Our phone has a lot of static on it and the phone
company says the line is old but we can't get them to do anything about
it. I've been looking online and haven't found anything and was just
wondering if anyone else knew anything.  thanks in advance.
