Try http://www.GRC.com he was developing a program to take
a FAT 32 drive and restore it completely.  This is one time
the MS bloat comes to the rescue...
(Sorry, no hope for  FAT16 according to him, as too much
gets erased at the beginning of the drive.)
I did not follow his results... I wish you well.
