SUMMARY OF DUTIES: The incumbent serves as a Telecommunications
Accessibility Specialist in the Office of Technical and Information
Services. Provides technical assistance to Federal, state, and local
officials, engineers, and the general public on telecommunications
accessibility issues for persons with disabilities. Answers questions
relating to the Telecommunications Act of 1996. Provides technical
advice in the areas of accessible design and adaptation of
telecommunications equipment and customer premises equipment. Develops
and recommends guidelines for telecommunications equipment and
customer premises equipment, focusing on accessibility issues.
QUALIFICATION REQUIREMENTS: Applicants must have one year of
specialized experience which provides the applicant with the
knowledge, skills and abilities to perform the duties of this
position. Applicants must also meet the time-in-grade requirement in
accordance with 5 C.F.R. Sec. 300.604.
SELECTING FACTOR:
1. Knowledge of telecommunications accessibility standards for
persons with disabilities.
2. Knowledge of design solutions and adaptations to make
telecommunications equipment and customer premises equipment
accessibile to people with disabilities.
RATING FACTORS:
1. Skill in providing technical assistance.
2. Ability to compose technical reports and papers.
3. Knowledge of the Telecommunications Act of 1996.
EVALUATION METHOD: Candidates found basically qualified and meeting
the selecting factor will be rated and ranked based on the extent and
quality of their total backgrounds relevant to the selective and
rating factors listed in this announcement. Appropriate credit will be
given for job-related experience, training, education, awards,
professional recognition, supervisory appraisals and outside
activities.
