cannot connect iPhone to wifi

Hi all,

I'm bringing this to you all, because if anyone can help with this, I 
bet someone here, can!

I have a friend, who has comcast for his internet.

He has an iPhone, and he uses voice over.

He wants to connect his iPhone to his wifi, but he cannot use a blue 
tooth keyboard, because he cannot feel any keys on a key board any more, 
because he has neuropathy.

He calls Comcast, and they tell him, are you all sitting down? They tell 
him, "oh well, we cannot help it if you cannot use a keyboard, get 
someone to help you, because that's not our hjob!"

He wants to get a tech out to his place to do it, but the way he was 
treated, was just aweful!

Is there a way to do this on a touch screen, using Voice Over?
