You can download it from the Chrome Web Store. In my copy of Chrome, you 
can get there by going into the menu and then looking for Extensions 
under More Tools. I installed it several years ago, so you may still 
have to go get a TTS as well. I got the default Google female TTS, which 
you can again get from the Chrome Web Store.

Note then when I was doing this, Chrome wasn't very accessible with 3rd 
party screen readers, and I know a lot has improved since then. You may 
want to give it a try with NVDA, JAWS or your screen reader of choice 
first. ChromeVox does take some getting used to.
