Another option is to hit shift+f6 to get to your list of folders, up or down
arrow to get to your parent folder, such as your account, and then use
shift+f10 or the applications key to bring up the context menu and down
arrow to new folder. Press enter on new folder, type in the folder name, and
you're done. Not as convenient as a shortcut key, but if you can't remember
that key sequence, the interface is a good back up option.

Hey everbody, I done did it again!
I either forgot or am doing something wrong when trying to create new
folders in outlook.
The last advice I got severl months ago was alt + cntl + E and it would
crate a new folder to be named.
I just tried that again and all I get is a dong from the computer, sayingme
"I'm sorry Hal, I can't do that" Last time it took several hours and
innumerable attempts to get it to work (this time it was 20 times trying
it).anything new here?
Any suggestions.again? Tanx y'all
