If you go to Google and search on the phrase "free isp" you will find
some options, including a site that lists the free or low-cost isp's in
your area.  Realize though that many free services, including free e-mail
accounts may delete accounts or e-mail messages if there has been no
access in 60 to 90 days.

Another suggestion might apply if you have a highly trusting relationship
with a friend or family member.  If they have an unlimited dial-up
account and an extra e-mail address.  Full service Internet providers
such as Earthlink or MSN offer unlimited dial-up and multiple e-mail
addresses.  (Earthlink offers seven).  When the person is away from home
such as at work or school, just log in and check your e-mail.

Few people use the Internet as infrequently as you do, which is why such
a service isn't offered.  It's like wanting to use a telephone only five
times a year.  There is no business model for it.
