Can he confirm that he actually doesn't get to the website?  Get him to
use the JAWS cursor and move around the screen and see if the website is
really there.

I have a problem on one of my machines where when I go to certain sites,
I think it just happens on secure sites, https, the focus moves to the
address bar and not to the screen and it acts as if it is frozen. 
However, if I move the JAWS cursor to the screen where I can see the web
page text itself, then route PC to JAWS, focus returns to the page.

Not sure the same thing is happening with your client, but it's worth a
try.
