You might try these steps for disabling a Synaptics touchpad. The steps
for my laptop were similar.

Based on the Googling I've done, FN+F9 is supposed to toggle the
touchpad on Toshibas. It's possible that yours turns on again when you
accidentally touch the edges, which is an experience I've had with a
previous laptop.
I also wonder if a mouse needs to be plugged in for the touchpad to be
disabled. I managed to disable the clickpad on my HP. but that laptop
has a touch sensitive screen, so people can interact with the device
even when the touchpad is off. I'm speculating that we have such a hard
time turn them off because they stay on as a safety mechanism?
