There is a real problem here.  While we maylike the Administration's 
response in this instance, the executive branch must work in conjunction 
with the legislative and judiciary in dealing with stuff like this.
So, it's really up to Congress to come up with something which balances 
the needs of industry and users -- not for executive fiat.
Remember, the sword can work against you as much as it works with you.
