You need to do a little investigation as to the mail servers of the people
you are sending the messages. In an attempt to stop the movement of
virii into their networks, many companies have set their Email servers to
delete all file attachments. It is a bit like squashing ants with a sledge
hammer... but, many system administrators are using this method to
protect their companies mail system from the onslaught of new Email
virus attacks.

The problem maybe that you just cannot send file attachments through
some mail servers.
