Let me start out by staying I'm not much of a computer expert - just a
beginner.  However, we have the same Dell system your friend has and the
same thing happened to us.  However, in our situation, we had installed
Zonealarm - the free version - and it was after that, we started having
problems.  My daughter's fiance did a system restore to a point prior to the
time we downloaded zonealarm and it fixed the problem.  Not sure if this
helps, but thought I'd pass it along.
