What has worked for me is the following procedure:
Right click My Computer -> Left click Properties - > Left click the Advanced tab -> Left click the Settings button in the Performance section -> On the Performance Options Visual Effects tab, I begin by clicking "Adjust for best performance. This un-checks all of the visual effects. I then put a check mark by Show shadows under menus, Show shadows under mouse pointer, Show translucent selection rectangle, Show window contents while dragging, Smooth edges of screen fonts, and Use drop shadows for icon labels on the desktop. The last item has the most direct effect with regard to the transparency of the icons. With that item un-checked, there is a rectangular background for the icon lables in whatever desktop background color you've chosen. Checking that item makes the icon label transparent.
