I have to go back many years to remember what the solution may be.
Older motherboards required two identical memory sticks or they do not
operate properly. See if you can borrow a second 64M NEC stick and
replace your 16 mb stick. Also, if you have 4 sockets make sure you are
pairing the two sticks in side by side sockets.
