I have seen boards with jumper pins that couldn't be changed by removing
a jumper because the pins were still shorted - usually by a trace between
the two pins on the back side of the board.  If that is the case, carefully
cutting the trace between the pins would "remove the jumper" - just make
sure of your aim.
