I think you may have answered your own question.
If the problems started "after the network card and net were installed",
I would pull the Nic card and see if the problems go away.
 If not perhaps some "net" related software installed after the Nic may be
the problem.
I have experienced some strange and hard to diagnose problems with various
network cards,
I usually try to stay with a name brand Nic (3com,intel,linksys,etc) they
still can
cause problems, but not quite as often.
I'm not familiar with Compex Nics, but try another Nic card if that is
possible.
