A neighbor (2 houses down) has an USR X2 connection to Cybergate
(a S.Fla. ISP) and usually connects at 53,000.

In fact, all the USR X2 connections I've seen (AOL, etc) get 53,000.

I have a Zoom Kflex connection to BellSouth and usually connect at
46,000. The highest I get is 48,000.

Needless to say, the extra $50 for a X2 for an extra 7,000 throughput
would be worth it to me.

Just my experience.
