I didn't see a reply on PCBUILD to your question below, so would like to
give you a place to start looking.  Almost all modems have an "at" command
that will limit the type of connection that it will try.  The "at" command
is entered in the Dial-Up Networking icon for the connection you want to
change.  Right click on the connection icon and select properties and then
under "Connect using..." select configure button, then Connection tab, and
Advanced.  Enter the at command on the extra settings line.

My 28.8 Megaherz modem has a command of "+MS=11,1,300,14400" to select only
V.34 modulation with automode enabled from 300 to 14400 bps.  Your modem's
at command set WILL be different.  Need to check your manual to see what to
enter.
