  Let's see.  ISA, 16 bits wide at ~10 MHz is about 160 Mb/s max.
PCI, 32 bits wide at 33 MHz is about 1056 Mb/s max.
  These are theoretical maximums -- actual bandwidth is some fraction
of these numbers.  But consider that the fraction is probably bigger
than 1/10.  And that the pipe on the other side of the modem is
limited to 56 Kb/s.

Conclusion
  A PCI modem may slightly reduce the latency of interactions between
CPU and modem, but it won't affect throughput which will still be
limited by the 56K line speed.
  Note that a significant number of "56K PCI" modems in the stores
are WinModems, and will suck up more CPU (to do signal processing)
than any savings that the faster bus will get you.
