It really depends on what the intended use of the machine is.  If it's a
workstation (for a business for example) then it's a great machine.  If
it's a gaming machine, your friend would probably be happier with a more
powerful video card.  Personally, I use the ATI Radeon 9800XT w/128 meg of
memory and it works very well for me.
Another thing to point out, especially if it's a gaming machine, is that
you have to make sure to have ample cooling, especially on the CPU.  And,
make sure to periodically clean dust out of the machine or you can
drastically reduce the cooling available.
