I'm not sure that going to a command prompt window within WinXP and not
being able to access the CD-ROM really rules out this being a software
problem.

Since you don't have a floppy drive, you might make sure that you have your
CD set to be the first boot device in the BIOS and see if you can boot up
from a bootable CD, such as your WinXP disk.
