Does computer b have the same network settings as a?  Are both set for "client for Microsoft networks", same protocol bound to "Client for..", such as both are using Netbeui or IPX/SPX?  Do they have different names?  What OS are you using on each?  Check the above settings on computer a, then make sure they're the same on computer b except for its name.
