The easiest way to do this, is to add the same DEVICEHIGH line to your new
config.sys. Make sure that cpqidecd.sys is in the directory specified by
that line. The next step has a few possibilities. If you want the cdrom
to appear when you do a "Shutdown to ms-dos mode", the best way to do
this, is to add the line "c:\windows\command\mscdex.exe /d:IDECD001" to
the file "dosstart.bat" in your windows directory. I wouldn't recommend
doing this in your autoexec.bat batch file, as this might interfere with
the windows95 support for this drive. If you need to access the drive in
the case that you select "command prompt only" at boot, you might be wise
to create a small batch file in the root directory, that runs
"c:\windows\command\mscdex.exe /d:IDECD001" (so you don't have to type
that line out every time you want to use your drive.

Let me know if I can be of any more assistance.

Lucas
