I believe some CMOS settings allowing you to activate or deactivate the
Software shutdown mode.....Some cases have a "hard" switch located in the
back for such a reason......Check there first, the switch itself cannot be
modified.

Haven't seen the case yet but this must be it.

Could one modify the switch to truly turn off the power ?
