Only in that you have to "provision" the router with your cable ISP unless it's theirs.  Until you provision (register) it, the only site you can get to is the site where you provision/register it. I've never had DSL, so maybe there is a similar procedure for that. You'll need to ask your ISP techies for the URL for the provisioning site.
