Using Windows Explorer (the file manager, not the browser) go to C:\windows\system 32 and highlight this file, dfrg.msc. Right click on it and choose create shortcut, which will appear on your desktop. You can leave it there or drag and drop it to your quick launch bar. If you make two shortcuts you can drag and drop one of them back to programs\accessories\system tools.
