Win 9x has default settings for MTU, RWIN, TTL which are probably different from Win 2K.  Go to www.hms.com and download a copy of iSpeed, which will allow you to change the settings in Win 9x.  Follow the instructions carefully as you are writing to the registry.  It's free, and has been around for a while.
