I had the same readings on the same Motherboard and it fried both my Hard
drives. I replaced the power supply and the hard drives and all was well.
You may not be as lucky.

 Found out Yellow wire on power supply is pulling about 18-20 volts, red
> wire pulling 7-8 volts.
