Your symptoms point to the monitor.   Typically, monitors will die far more often
than video cards, actually once a video card is installed it will rarely go bad
unless it is one of the newer cards that generate a tremendous amount of heat.

I would suspect the monitor and take it to a local monitor repair shop.  My advice
to anyone not versed in monitor repair is not to open them and tinker around.
Monitors are a speciality item that requires special knowledge to repair.
