1) I still can be problems with your line connection. Some
modems are more sensitive to noise or non standard dial
tone than others . Also  (I don't have used dial up by eons so
I don't remember exactly) but check modem initialization
settings - dial are not same over the world. Read manual.

2) If it is not dial settings and modem is changed then there
could be some other fault. At least here it is possible to get fixed it
even there is not return policy. My coworker had problems with
graphic - often when he tried to work with some graphics in Word
laptop hanged with black stripes on screen. In the end authorized
repair ended up to replace laptops motherboard.
