It is a very simple process: a current is passed through a silver wire with the opposite pole being the other side of a container of pure water (a protein is in the water). This "boils off" very, very small silver particles that remain in colloidal solution in the water. It is said that these silver particles inhibit an enzyme that organisms need to reproduce.
