 it sound to me like  like a denonciation of modern occidental standard of
what good housing  and good sewage system is.
Before the help of white governement to improve the housing and sewage
disposal of the natives of alaska, they were healthy,  despite  living even
in a "worst , housing  and sewage condition" ( by modern standard).
It seems that we are not talking about the real issue here and that the
world organisation is trying to make things look nice so the occidental
country can continue to make fat off the land.
