5 pounds PLUS what he eats at home. That is the problem right there. He 
needs to cut back on eating out. I suppose like many people he eats 
lunch at work or a restaurant. That alone is liable to double your food 
cost for the day. If he is really hard up for cash and wants to eat 
paleo he needs to start making his lunch at home and carrying it. It 
isn't hard to do, I cook up two days worth of meals at a time and keep 
them in the fridge. Along with a few fruit he is set.

Also, finding good places to shop makes a huge difference.
