The program enables continued Medicaid access for people 
with  disabilities who want to work and earn more than is allowed 
generally  under Medicaid. Many adults with disabilities receive 
Medicaid and are  at risk of losing their Medicaid benefits if they 
enter the work force.  However, MBI allows states to provide Medicaid 
to  participants whose  earnings would otherwise be too high for them 
to qualify for benefits.
