What's the direction of change - no doubt is not static?

What're the causes this/these change(s)?

What're the solution(s $?

I would assume is not a one nation/continent problem. Who then oversee the
solution phase - UN? Who sets the standards of the solutions ? What if the
priorities of weaker nations is to feed their people than invest on
environment? Who pick up their tab?

What if say there should be no vehicle that emit certain cubic volume of
smoke - how can we move and conduct daily businesses in remote worlds?
