      BISSAU MILITARY WANTS 10-YEAR CO-RULE
     
            
           With almost two days to the polls, the supreme command of the military junta in Guinea Bissau has issued an official 'Magna Carta' disclosing the institution of a "Consulting Council of the Republic", which will be working side by side with the government to be elected for a period of ten years.
