Le CNCA interdit la diffusion des chaînes étrangères d'information
Le 2 décembre 2010, dans la soirée, Félix Nanihio, secrétaire général
du Conseil national de la communication audiovisuelle (CNCA) a lu,
sur les antennes de la Radio-Télévision Ivoirienne (RTI), un
communiqué signé du président de l'organe de régulation de
l'audiovisuel, Franck Anderson Kouassi.
Invoquant la nécessité "de maintenir la paix sociale fortement
ébranlée", le texte ordonne "la suspension sans délai de tous les
signaux des chaînes de radio et de télévision étrangères
d'information, contenues dans le bouquet de Canal + Horizon".
Reporters sans frontières est surprise par cette décision brutale qui
limite l'accès des Ivoiriens à l'information alors que l'actualité de
leur pays est brûlante. Nous doutons fort que la suspension pure et
simple de médias étrangers soit la réponse appropriée aux problèmes
de paix sociale auxquels fait actuellement face la Côte d'Ivoire. En
cette période d'incertitude, les médias devraient pouvoir travailler
sans entrave pour rendre compte du désaccord entre la Commission
électorale indépendante et le Conseil constitutionnel.
Reporters sans frontières avait salué les énormes efforts effectués
par la presse ivoirienne et les organes de régulation des médias pour
assurer une couverture professionnelle et équilibrée de la campagne
présidentielle. C'est pourquoi nous regrettons que la tension
entourant la proclamation des résultats conduise le CNCA à revenir à
de vieux réflexes limitant la liberté d'expression et l'accès à
l'information.
L'annonce par la Commission électorale indépendante, contredite
ensuite par le Conseil constitutionnel, des résultats provisoires de
l'élection présidentielle donnant l'opposant Alassane Ouattara
vainqueur face au chef de l'Etat Laurent Gbagbo, avait été rapidement
relayée sur les télévisions étrangères visibles en Côte d'Ivoire.
Selon les informations recueillies par Reporters sans frontières,
toutes les chaînes d'information étrangères et panafricaines, telles
que TF1, France 24, Africa 24, ou Vox Africa par exemple, ont été
suspendues. La station Radio France Internationale (RFI) en FM a
également été suspendue. Les chaînes généralistes, de sport et de
divertissement, peuvent en revanche être reçues sans problème. Le
signal de Canal + n'a pas été coupé.
Dans ces conditions, le travail des journalistes étrangers présents à
Abidjan n'est pas aisé. Celui de certains de leurs confrères
ivoiriens non plus. Reporters sans frontières a appris que deux
journalistes du quotidien d'opposition Le Mandat avaient été
conduits, dans la soirée du 2 décembre, dans les locaux de la Garde
républicaine puis frappés avant d'être relâchés.

Broadcasting regulator suspends local transmission of international
news stations
Reporters Without Borders is astonished that the National
Broadcasting Council (CNCA) has suspended local retransmission of all
international radio and TV news stations amid continuing turmoil over
the result of last weekend’s presidential election.
In a communiqué signed by its president, Franck Anderson Kouassi, and
read on national radio and television last night by its secretary-
general, Félix Nanihio, the CNCA announced “the immediate suspension
of the signals of all international radio and TV news stations
carried by the Canal+ Horizon satellite service” in order to
“preserve social peace, which has been seriously shaken.”
“This abrupt decision limits Ivorians’ access to news at a time when
a great deal is happening in their country,” Reporters Without
Borders said. “We doubt that simply shutting down the foreign media
is the appropriate response to the social unrest that Côte d'Ivoire
is currently facing. During this period of uncertainty, the media
should be free to cover the dispute between the Independent Electoral
Commission and the Constitutional Council without impediment.”
Reporters Without Borders had previously hailed the enormous efforts
made by many of the Ivorian media and the media regulatory
authorities to provide balanced and professional coverage of the
presidential campaign. It therefore regrets all the more that the
tension surrounding the results has resulted in a reversion to former
repressive responses as regards free speech and access to information.
Although quickly contradicted by the Constitutional Council, the
Independent Electoral Commission’s announcement that, according to
provisional results, opposition politician Alassane Ouattara had
defeated President Laurent Gbagbo was quickly reported on the
international TV stations received in Côte d'Ivoire.
According to the information obtained by Reporters Without Borders,
all of the international and pan-African television news stations
including TF1, France 24, Africa 24 and Vox Africa have been
suspended. FM retransmission of Radio France Internationale has also
been suspended. But the non-specialist TV stations and sport and
entertainment stations are still being received without a problem.
The Canal+ signal has not been suspended either.
It is not easy for foreign journalists to work under these
circumstances. It is not easy for Ivorian journalists to work either.
Reporters Without Borders has learned that two journalists with the
opposition daily Le Mandat were taken last night to the headquarters
of the Republican Guard and beaten before being released.
