       The WPA and other such programs were during a time when the
participants had a real work ethic, not like today's welfare recipients coming from
mutiple generations of welfare recipients. The folks in the 30's and 40's felt
they needed to earn their keep. Today, people feel entitled to whatever. That's a
big difference.
