Well, there's "seh-REE-bral" and there's "sair-EBB-ral".  Honestly, I don't believe I've heard "ser-a-bal" except in the context of the speaker being lazy instead of really not knowing how to pronounce the word.  Now something like "library" vs. "libary"...that's not simply laziness, that's simply idiocy.

It's pronounced se-ree-bral - no other pronunciation is correct

Many Americans and those influenced by the US pronounce it  ser-a-bal - 
which is wrong - note that the erroneous pronunciation does not conform to 
the correct spelling.
